Puzzle Notes

Dear friends,

We have a 21x puzzle (Sunday-sized, in a certain parlance, but fun any day of the week really) for you today. It's by Matthew Stock, and called "World Bank." Just a joy to edit, as I'm sure it will be to solve. 3.5/5 difficulty.
